Blaine is a lifelong Franklin County resident who grew up in Ottawa and attended public schools there. After graduating from Ottawa High School, he attended Baker University and Ottawa University where he graduated with distinction and degrees in History, Political Science and Psychology. After college he attended and graduated from the Washburn University School of Law. During his college years Blaine ran for and won a seat on the Ottawa City Commission, where he served as a commissioner and Mayor in 1998-1999. After law school he returned to Ottawa and worked with local attorney Robert Green before eventually purchasing the practice. Since then, Blaine has doubled the practice and is now the managing partner of Green, Finch & Covington, Chartered. Privately, Blaine has served as the President and Interim Director of the Franklin County Development Council, the local economic development organization; a past president and member of the Franklin County Historical Society; Vice-Chair of the Ottawa Police Foundation; member of the Ottawa University Presidents Advisory Council; member of the board of trustees of the Franklin County Leadership Program; and a winner of the Russell Crites Community Service Award.
